Each time it seems to get increasingly and unnecessarily difficult. Google claims that PPC management firms should disclose in the initial contract if they will not hand the account off should they ever be fired. The truth is that no bad PPC management firm will do that. And they are unlikely to cooperate when it comes time to grant you access. You may be forced to bug them enough until they cave in and give you a full backup of an Adwords Editor of the acct (.aea file). I've been in the middle of "account handoff's" a few times.
